IN A NUTSHELL
  • 🔬 Europe unveils a new strategy to enhance its research and technology infrastructures for global competitiveness.
  • 🌍 The plan aims to foster a more resilient and collaborative research environment across Europe.
  • 💡 Key priorities include increasing investment in world-class facilities and enhancing industry connections.
  • 📈 The strategy seeks to maintain Europe’s edge in innovation and attract top global talent.

In an era marked by fierce global competition for talent and resources, Europe is making a bold move to maintain its edge in scientific research and technological innovation. Unveiled at the Research and Innovation Days in Brussels, the European Commission’s new strategy for research and technology infrastructures aims to enhance Europe’s competitiveness by bolstering its scientific capabilities. This plan is not just about enhancing facilities; it’s about fostering a more resilient and collaborative research environment that can adapt to the rapidly changing global landscape. By investing in shared knowledge and cutting-edge tools, Europe seeks to deliver tangible benefits to its citizens and maintain its position as a global leader in innovation.

Strengthening Europe’s Scientific Backbone

The cornerstone of Europe’s new approach is its commitment to enhancing research infrastructures, which are vital to scientific progress. These facilities are more than just buildings or machines; they are hubs of knowledge where scientists collaborate to tackle some of the world’s most pressing challenges. The Extreme Light Infrastructure, for instance, spans Czechia, Hungary, and Romania with state-of-the-art laser facilities that enable groundbreaking research in various fields. Such infrastructures are essential for developing advanced medical therapies and pioneering new materials.

Allen Weeks, director-general of the ELI ERIC infrastructure network, emphasizes that these infrastructures are more than physical spaces. They are networks that promote collaboration across different fields and borders. With over 100 such facilities across Europe, the region is able to pool expertise and resources, creating world-class research environments that attract global talent and foster innovation.

The European Synchrotron Radiation Facility in Grenoble, France, is another example. By producing extremely bright X-ray beams, it allows researchers to examine matter at the atomic level, yielding insights that drive discoveries in physics, chemistry, and life sciences. Such facilities are indispensable for scientific breakthroughs that no single country could achieve alone.

A New Strategy for a New Era

Europe’s decision to adopt a fresh strategy comes in response to a triple challenge: intense global competition, rapid technological advancements, and the need for resilience in critical areas like energy, health, and digital technologies. High-level reports have underscored the urgency for Europe to close its innovation gap and create a cohesive research ecosystem. The new strategy aims to accelerate the market uptake of research results and ensure Europe remains an attractive destination for global talent and partnerships.

A key priority is increased investment in new world-class facilities, which is welcomed by stakeholders like Allen Weeks. A coordinated funding approach will enable better planning and broader access, making Europe more competitive. The strategy also includes joint development roadmaps to align facilities with emerging scientific needs and industrial trends.

Jesús Valero, president of the European Association of Research and Technology Organisations, highlights the importance of technology infrastructures, which provide essential facilities and expertise for companies to develop, test, and scale up new technologies. The strategy’s clarity and ambition offer a roadmap for supporting these infrastructures across Europe.

Connecting Research and Industry

The strategy also focuses on connecting research with industry, introducing initiatives to ensure facilities stay aligned with scientific and industrial trends. Technology infrastructures are where innovation becomes reality, providing the necessary environment for companies, especially smaller ones, to bring new technologies to market. This collaboration is crucial for bridging the gap between scientific discovery and practical application.

By fostering hands-on collaboration and shared facilities, the strategy aims to make Europe a global hub for science and innovation. Providing clearer access and visibility for researchers and companies will boost innovation and create opportunities for businesses and entrepreneurs. Europe’s interconnected network of research infrastructures is already unique, and the new strategy aims to build on this strength.

The “Choose Europe” initiative, launched in May 2025, ties into this effort by promoting Europe as a desirable destination for top talent worldwide. By offering access to the best tools and people, European infrastructures create a positive cycle of innovation.

Securing the Future of European Innovation

Looking ahead, Europe’s strategy emphasizes building talent and ensuring infrastructures have the necessary skills to serve a diverse user base. Simplified management through better EU-level coordination will make these facilities more efficient and user-friendly. Digital integration is another priority, with research infrastructures incorporating advanced tools and AI, linking to initiatives like the European Strategy for AI in Science.

The strategy also aims to reinforce Europe’s control over critical research data and enhance the role of world-class infrastructures in science diplomacy, building international bridges while supporting European interests. The plan is shaping actions under Horizon Europe, the EU’s flagship research program, with a new focus on research and technology infrastructures in future programs.

The overarching goal is to keep Europe at the forefront of science, technology, and innovation for the benefit of all. As Europe implements this ambitious new strategy, how will it continue to adapt and evolve to meet the challenges of the future?
